ROM Hack Transferring Save Data To 3DS Cart?

My nephew has Pokemon Ultra Moon and he wants all of the Pokemon unlocked on his cart. I've read this is possible on GBA (and maybe DS?) games, but is there a way to do it for 3DS games?

Note that I have a cfw 3DS if that's needed for anything, but he does not have cfw.

You can use PKSM to get any Pokemon you want. However, there is no automatic way to get every Pokemon, so I suggest making a list beforehand if you don't have infinite time.
