For clarifications, OP deleted his System Transfer for USA region.

I believe it's possible to reinstall the CIA version of that to bring it back in working order. We can't share to you or link that actual file to TOS.

You try CTRtransfer, SysNAND restore (Safe) if you got a NAND backup, or find a buddy who is willing to share you a copy of his.

Can you tell me what the name of this title would be? I'm totally lost

I found in the list that I felt but I do not know how by, it is the System Transfer (CARDBOARD)

You can't download a replace from freeShop or that iso site.

The System Transfer is a part of the 3DS system applications, which is found internally in the 3DS NAND itself.

They're not like regular apps and games you download onto your SD card.

The only way you're getting a replacement is if:

(1) You have SysNAND backup you were suppose to make when your 3DS was first hacked.

I tried all these and did not give

If I get and format an EMUnand I get it again? will the problem occur that I can no longer unlock? is there such a possibility?

You can try to use 3DNUS 1.9 from here: https://gbatemp.net/threads/3dnus.376488/
There's another version, but it has a bug with system archives, and there's no builds with that issue fixed yet, as far as I know.
Fill in your Title ID and title version, then hit "Download".

It should make a CIA for you, which you can install with FBI.

Use this and enter in the latest firmware version and that title id and choose pack as CIA and when done just drop that into your cias folder on the root of your SD card and install with your favourite Cia installer (recommend fbi) and it will be back.

The easiest way is through a sysnand backup restore using godmode9. Did you happen to keep a copy of your sysnand ever?
