I got one today for cheap, but It does FEEL cheap as well. I mean it works and my 3ds is charging, but Im googling if they're safe and I hear bad things how can they kill your system potentially is this true?

Depends on the one. I've been using a third party one for years and it's worked wonders. If I may ask, who is your's made by?

How to guarantee it is safe.
Step 1. Take your garbage can outside (charger inside)
    Step 2. Place nuke inside
Step 3. Run and wait for explosion.
    Step 4. Profit

You can check for the CE mark. cheap charges tend to send too much/less current to the battery which can kill the battery.
Please correct me if im wrong on this one, but i heard something like this a year ago.

I think the only bad ones that I've seen are the kind that have a built-in transformer (100 - 240 v) and those that can't provide high current (5v usb adapters used for iPhone). Otherwise, generic chargers shouldn't have a problem since the mechanism isn't that hard given that power regulator ICs are common and cheap.

The 3DS' charge circuit controls the current and steps down the voltage, only if the voltage is higher than the charge circuit is able to handle might it destroy the charge circuit and possibly take the battery with it.

I would be more worried about the charger getting very hot, melting or possibly starting a fire, as the cheapest chargers can lack safety features that should prevent that sort of thing from happening, and you never know about the quality of the components in them either and how well they will hold up.
