Hardware Thermal paste or thermal pad?

I recently took apart a wiiu I picked up from GoodWill. I noticed the thermal pad was dry and hard. Would it be okay to use thermal paste or should I order some thermal pads?

If my memory doesn't betray me, the radiator of the cooling system should be hold by screws.... You can use the Thermal Paste quitely, the important it's that it's not conductive....
