I don't know exactly what you are talking about but the path for the two men.pack files contained in various themes is the following:
sdcafiine/005123679/content/common/package/Men.pack and Men2.pack
I have never installed WiiU themes by using FTP installation, I just use ThemeMii that is the safest and quickest way to install themes on WiiU in my opinion. I just create a new folder with the WiiU theme name and only put the two men,pack files inside each folder, for each theme I got
