The "Save Anywhere" cheat messes with your ability to switch party members. You can't change your party at all while it is enabled. If you disable it, you can change party members just fine.
Maybe a little glitch in the cheat that can be fixed? Because even without the cheat, while standing on a save point you can still change party members. So it's not normal behaviour, that switching party members gets disabled by allowing saving.
FYI: I'm playing on a DSTT, original firmware v1.15
P.S.: Would a language-code be possible? Since I'm from Germany my system settings are on German, thus not being recognized properly from the game. So by default it's in Japanese. Which results in Japanese menu-screens. Once the game runs I can switch to English just fine, but the menus stay Japanese (aka "New Game", "Load Game", etc.).
