Back then, Luigi got shafted because the brand itself was new, and Mario was seen as the primary character/moneymaker. It probably contributed to Luigi being given a more timid personality. If he needs to muster his courage from time to time, it's easy to see why Mario takes the lead.

Nintendo was also eager to license out back then, which brings us to:

Yeah, it was likely a generic formula with maybe a variant scent to differentiate. You know, hotel complimentary shampoo.

To be honest, that's a lot of hair, and Mario's eyes look particularly sinister.
