Not AFAIK. There is a savegame editor, but that's it.

Has anyone looked to see what file format it uses for sprites? It seems like it would be easy to make custom weapons/characters.

for weapons you have to add in code for what the items will do, damage, effects, movement. characters might be easy, weapons will probably be more difficult.

I was thinking more along the lines of just replacing the sprite of an existing weapon.

like textures? that might be pretty easy if we find where those images are stored in ROM.

That may be possible that would be cool to have texture packs for terraria
