Can I Format my 3ds without loosing b9s? I want to sell The 3ds. Will my nnid be unlinked and can I use this nnid on my New 3ds?

IIRC you still need to do a system transfer to transfer the NNID itself to the new system or call Nintendo to delink the system.

You can, but you need to either have your other system hacked or be repaired to do a DSiware hack.
If both systems are hacked you need to do these steps to doing a complete system transfer
1: Backup the source system, including all of the saves, NAND, SD content.
2: Do a system transfer
3: Restore previous system
4: Dump the tickets from the previous system
5: Install tickets on new system with FBI. Some games won't install, most of the time it's games you legally bought
6: Go through system settings and delete games that failed to install
7: Dump saves of those games from previous system
8: Redownload all games that didn't transfer properly and restore previous saves.
