I think it might be because AutoRCM is on.
The Switch isn't really switched off but waiting for a payload to be injected.
If you inject no payload (Fuse in your case), it just sits waiting.
This way you will never boot into the official firmware,
burning your fuses,
getting an instant ban from Nintendo
or wreck any other havoc that my harm you, your Switch or threaten world peace.
