Super R-Type beta FastROM release

Vitor Vilela released a (beta) FastROM version of Super R-Type for his Patreon supporters.
This patch should reduce most of the slowdown present in the game.
He also announced, that he is now working full time to finish the Super R-Type SA-1 chip patch this year!

I'm not sure if I'll succeed but it would be great to at least finish one SA-1 game for thanking all support I got though this year!
