Ands PDF. It is the only known existing PDF reader for the DS. It isn't very good for large files but it's fine with smaller ones.

Try DSLibris, it is an eBook reader homebrew which is fantastic. Though I'm not sure that it supports .pdf but some other form of eBook format.
If it's a text-only e-book, you'd be better off converting it to .txt and reading it with a dedicated text reader (like Moonshell, DSReader, etc). If it has lots of pictures, consider converting it to a series of JPEG images and reading with ComicBook DS.
ANDS-PDF is good as a proof of concept, and does load many PDF files, but for actual book reading I'm not sure if it will be sufficient.
