Hi,
Im not on my own pc and was watching a few youtube videos.
I was wondering if the isp charges you if watch streaming media.
Is it considered a download.

Sure, ANY data sent counts as a download, just browsing web pages actually uses up quite a lot as well. So yeah, your ISP will charge.

Just like above, your ISP will charge. I probably use 150 mb (including Pictures) of bandwidth just browsing each day. With youtube, it will hit to about 400mb. If your ISP sets a limit for you, like me, i'd suggest downloading and installing Du meter, or various programs like that. They monitor your network activity. Google is your friend here.
