Hacking Still on 3.60 when I reset my Vita?

Hi. I am pretty new to hacking the Vita. I buyed a pre-used one and it is on 3.60. When I reset it, will it stay on 3.60?

The only problem as of now will be to activate it (if you want to activate of course). Do what I just did with a 2nd hand 3.60 vita recently bought :

reset the vita ; reboot ; then you...
edit : first thing to do (after resetting the vita) is of course : go to vita settings>system>untick "download firmware updates" (not the exact words) ; then set up your wifi access.
1. install Henkaku (direct vita browser to http://henkaku.xyz/ )
2. install enso : https://enso.henkaku.xyz/
3. install adrenaline : Use adrenaline easy installer to install it : https://github.com/Freakler/vita-AdrenalineEasyInstaller/releases
You don't need a PSP game from PSN store anymore (you don't even need to download the PSP firmware beforehand, adrenaline easy installer will check everything and propose to install a PSP mini game, then install adrenaline on it and download the PSP firmware itself). Great and easy.
My next step is SD2Vita : http://wololo.net/2017/07/20/setting-sd2vita-adapter-formatting-microsd-can-done-windows/
