I have US 3ds hacked console and 11.1 3ds Europe, which I'd like to downgrade. If I buy Paper Mario for Europe, could I inject a save into cartridge on my US hacked console?

1. If your US 3DS CFW has allow region function, yes you can. I use JPN O3DS to injecy OOT3Dhax into USA cartridge for downgrading my US 10.7 N3DS
2. I think that you're misunderstanding somethings. 11.1 can't downgrade using any hax, only hardmord or DSiware Downgrade:

I have soldering iron, n3ds US (hacked) and o3ds EU 11.1. If I made a hardmode, I can inject save into EU cartridge by my US-hacked console and downgrade 9.2 to install CFW.

Am I correct?

Yes, you can if US one can read other region cart, which most CFW allow it to.
