i doubt they are from teh start brand new titles and were already in development when they were announced, i think the 3DS is not EoL But nearing it like the GameCube was compared to the wii, about the time Twilight princess made it into the picture ,(aka 2019 is likely the 3DS's last first party support and from then on down to 3rd party support, )Honestly considering that Nintendo still does not plan to stop support for 3DS and we have proper releases already planned for start of 2019 i would not be surprised if we get some Splatoon side game. I can't imagine tho porting it 1-to-1, Both Wii U and Switch have fairy different controls than 3DS and port like this would be sloppy at best and completely unplayable at worst.
but to the OP, if you think you can quickly whip something up thats upto par of the scale your asking for in your first post, your sorely mistaken. even if you were talented enough to make something half decent and had the half baked idea to sign up for the Nintendo developer program to gain access to the SDK and were dumb enough to "Leak it." they can and will trace it back to you and you'll face serious legal repercussions for breaking the NDA (not to mention each person who tries to pull this stunt only makes nintendro want to come down on the homebrew scene even more than before.). anything made by the community using the SDK Sadly hasto abide by Nintendo's own rules cannot contain intentional backdoors exploits or abusable bugs (they do from my understanding Some checks on anything submitted for distribution over the eShop)even on that notion of "Making something for the community to enjoy and you do go that insane route. your kinda defeating the purpose then of your original goal to play splatoon *For Free* w/o getting it for the WiiU/Switch & something to play on the go on the 3DS.
Just save the cash and grab splatoon for the platform you have a console of. cutting back on that lil snack or soda or beer or what lil vice you have for a little while and you can do it.
