ok is your 9.5 emunand 9.5.22 or 9.5.23? this make a diffrence as 9.5.23 patches the web exploit.
but anyways it it is on 9.5.23 you can always make a cia that will revert your browser to an exploitable one

if it is a exploitable one just use this http://lunarcookies.github.io/cheat.html enter the code that you want and click qr gen and it should make a qr code
then start the game that you put the code for and i will wait until you see the characters then press L+R and in the bottom right click the qr code thing and scan it.
it shall then execute the code and bam you cheated on a game. also the codes are region locked i believe.

So when you press home while in game activate the camera function and then on the bottom screen there should be a square with a square in it tap on that and a rectangle should appear on the top screen. now make your 3ds camera face the qr code where you can see the qr code fit into the square. it shall tell you would you like to open the web browser say yes to all the prompts and there you should have suscessfully cheated on your game

it means if you updated to 9.5.23 like i did you can use a CIA to revert the browser to one that can run the exploit

No no, it works until 9.5.0-22, what you have is 9.5.0-23. What you have to do now is to download the old Browser as a CIA file with 3DNUS and install it.

3 – Unzip the archive using your favorite program.

4 – Open the folder that you unzipped the program.

5 – Open either “3DNUS_64bit.exe” or “3DNUS_32bit.exe” in your computer.

6 – In the program, below “Title ID” type(without quotes): “0004003000009D02”

7 - Below “version” type(without quotes): “4096”

8 – Check the box that next to it says: “Change version number(s) to:” and type in the box next to it (without quotes): “65535”

9 – Make sure the box that says: “Pack as .CIA” is checked, and press download.

10 – Wait for it to download! (It will tell you when it is done!)

Yep. And you want the 4096 version. But you also want to spoof it's version to 65535.

Some times it takes a long time, but don't worry it's pretty safe. But it's always good to make a firmware backup first!

You're not download a firmware, you're downloading the browser only! So yeah you can download other stuff than an entire firmware!
