Strange question, but I was wondering if there was anyway to play a rom sped up or speed one up. I know you can do something like this with some of the computer emulators, but I was wondering if it was possible to do this with a flash cart?

It is possible with any DS system with any DS cart. It's called overclocking, and requires some sort of overclocking/underclocking (underclocking is the opposite of overclocking) device.
Be warned, I have no clue if this could break your DS or not, and it's not Nintendo approved either...

But here, let me google that for you. (Ignore the "was that so hard" part, I was just putting it in that so I could help you get started.)
