When will this actually be dumped? I'm surprised it hasn't been already after being on the market for a week!

Only the EU version has been dumped, not any other version.

Is there any reason to hold off for an American release, as opposed to the european one? In other words is Gateway able to handle a Euro rom as reliably as an american one? Or is there a greater risk for freezing or save glitching with euro releases?

The reviews so far have been preatty bad, it doesn't seem like you're missing much.
The game's good. Many reviewers are knocking both the Wii U and 3DS versions for having a strange and different control over Sonic. And, while the 3DS version does have some badly designed levels, they aren't as bad as critics say. Check IGN's review on YouTube and check how many dislikes it has. Pretty much proves my point.

Reviewers are biased as fuck, it's nothing new. Also, they complain about Sonic not being fast when it's never been the main point of the game. At least, not until the boost to win function introduced in Rush.
