Okay so I was trying to modify my home menu, but I forgot to re-encrypt the cia. Not a problem becuase I restored from a backup using A9LH, but when I got back on all my cias were not on the menu. I then went into the system settings to see what was up and found out that I was on 9.2. Also, not a problem because I still have A9LH. The problem is when I went into the software list all my apps were there, but X'd out. I updated back to 11.0. Is there anyway to get my apps back without having to reinstall them?

Your ticket.db is probably out of date if you reverted to an old backup. You'd either have to extract the ticket.db from a newer backup and inject it into your NAND, or get the CIAs for all the games. When you install them, it'll say the title already exists and you won't have to sit through the installation. You'd still have to gather them all though.
