creat skins for my ttds, I tried making my own by just changing the top and bottom backrounds and its not working, please help, i have the ttds skin customizer

Were they properly sized and .bmp files?

yes I used this free program called vso image resizer, I made it 256 *192 and i changed the format to BTMP format

What is BTMP? If I'm not mistaken, they need to be 15-bit BMP files. Note, that's 15-bit, not 16-bit. GIMP and Photoshop can save a 15-bit BMP file, but I don't know about VSO image resizer (I'm guessing not).

Is there any free program that can save 15-bit files, cause i don;t have any money to afford photoshop right now
