Hacking Some newbie questions

I'm very new to custom firmware as I just downgraded my n3ds last night and got RxTools working.
I have some games like Happy Home Designer that requires 9.8, so can I just update when in Rxmode or what?

Also, is it emunand where it is SAFER to install cias?

Also, update emuNAND using system settings like you would normally do. Just make sure you are in RX-E mode.
