Hardware soft-bricked 3ds won't update.

There's a button combination which allows you to run the catridge even before the home menu loads, in case such thing happens. I don't remember though, search it yourself.

Nothing works, I tried all the boot up combos and it loads Recovery mode and home menu calibration(Y+B). The cart force boot doesnt work(A+B+Y+X+R)

I've heard of this button combination before but just like you no matter how much I try it, it won't work, so I researched a bit and found this:
"While booting up a 3DS system that is not set up, with a 3DS Game Card in it: A+B+X+Y+R -> force the game to boot, regardless of setting up the system"
Apparently the 3DS system has to not be set up for that to work so ugh...yeah...gg.

Just a question... Have you an o3ds or a n3ds (I think you have a n3ds cause a o3ds should be able to update from 2.1)

I have an O3ds... Ctr0001, I garauntee you its an old version. That's what so puzzling to me. The weird thing is, it booted up all my apps stored on the SD card after the downgrade. But it couldn't boot with the SD card in, I had to start the game and then add the SD card. It did that for about 8 times and then it got to this state

I wasn't asking to you xD That was for the OP...
But seems that you have A9LH... cause with A9LH device can't boot without the SD

Of course it won't. Earlier you told me you didn't install A9LH. You cannot do anything with anything if you don't have A9LH. I already told you before that if you cannot cart update then your only solution is a hardmod if you have a backup, which you have according to you.

I still want to know why you downgraded to 2.1 but instead of installing A9LH you just attempted to update the console.

If you had been following the guide you would've seen the part where it says that after downgrading you WILL get a black screen if the SD card is inserted, and you are told to boot the console without one and then insert your SD card. Nowhere in the guide it says anything about playing a game so why did you?
