The only thing you can do as far as I know is to use RegionFOUR using a copy of Cubic Ninja of your region, which lets you load any cartridge no matter what region and play it offline unless an online game doesn't use your NNID. Hackers haven't even found a way to exploit ARM11 for kernel access on FW 9.3 or higher if I'm not mistaken, so it'll be a while. I recommend putting that N3DS back in it's box and hold onto it until something comes out. I want to say go ahead and update it to 9.7, but don't, even though 9.7 is being worked on at the moment. My old 3DS XL is on 9.7 right now, and I really hope a firmware update doesn't come out before a 9.7 exploit is released, since I play online on mine. I'm waiting until I can afford a regular sized N3DS, and holding onto it until a full region swap via EmuNAND is stable and working, including a working System Transfer option so I don't lose my NNID and digital games.
There is something brewing but not sure if it will lead to exploit on anything above 9.2. (I wouldn't hold my breath...)
There is a post on here that shows you the first part of the serial and what firmware will be in the box before you open it. I would find and use that if you buy another or pay extra on ebay for one search for 9.0 9.2 or gateway and you should see them.
