ok i dont see anything wrong already tested on my 2 3ds, yet try this, look if some folder is missed (it must be here: x:\saltysd\smash\stage\end) or if you dont have luma cfw then it couldnt work also use smash-selector to use the mods without waiting times

you can trim the whiskers near the mouth
