ROM Hack Smash 3DS Music Hacks?

I'm a noob here, but I just wanted to know something. Will music hacking ever be available without Gateway? I've wanted to do music hacks for a while, but I just want to know if it would be better to buy a 3DS that can use Gateway or to wait it out.
