Hacking Semi-Bricked Wii

Hello!
I've a semi-bricked wii: when I try to set-up my wii using setting screen, I get an opera error

2.A SD card with the CIOS Downgrader boot.elf\.dol in X:\App\CIOS Downgrader
thats it!

Tutorial:
1.INsert SD Card in your Wii!
2.Boot the HBC!
3.Select the firmware you want to update to!(Higher or lower doesnt matter in this case,aslong it is in your Region,E for EUROPE,J for JAPAN and U for USA!)
4.let it run!
5.Press a key on your wiimote
6.Press The home button to boot in your Wii menu!


But:
1) Where can I find CIOS Downgrader?
2) Have I to use a specified version of CIOs?

You need to have cIOS36_r7 installed before using this cIOS Downgrader 1.2, wich is the same that came with the Gamma Launcher from WiiGator, ok??

This method works fine without an internet connection?

P.S.
I also used google, and I've found a lot of informations, but I'm really afraid to definitely brick my wii.... Sorry!
