It's a (really good) RPG game for the GBA. It was Japan-only, though.
Mother 1's English release was cancelled really closely to the release. It was made for the NES, and it took them so long to localize it so they decided not to release it due to the SNES coming around the corner.
Mother 2 was released in North America as "EarthBound" in 1995 for the SNES. Its main character (Ness) made it in Super Smash Bros, even though it didn't sell well in English-speaking parts of the world. Its fanbase began to grow after putting the main character in SSB, and the fanbase started to grow very large after the original game had stopped production. Nowadays it's hard to find a copy of EarthBound that is affordable, and Nintendo refuses to put EarthBound on Wii Virtual Console for possibly unknown reasons (Reggie Fils-Aime had said at one point that he liked the Mother series, and IIRC he said that he wanted to bring it to North America)
Mother 3 came out in Japan in 2006. Just after release, thousands of people started petitions to bring Mother 3 to North America, but Nintendo ignored them. And even more, Nintendo put salt in the wound by putting Mother 3's main character (Lucas) into Super Smash Bros Brawl. There has been a fan translation of the game, but you can't play it without piracy or hardware to dump the ROM from an original cartridge.

TL;DR: Mother 3 was RPG, one of the best games for the GBA. It was Japan-only and Nintendo bugged some English-speaking fans of the series by putting characters from the Mother series (Ness and Lucas) into Super Smash Bros.

Also, Nintendo REALLY bugged people when they released the SOUNDTRACKS Mother3+ and Mother3i to US Itunes but not the game.

Well I put "possibly". I know of that, but I was thinking that maybe there were other things in addition to the legal reasons that caused Nintendo to withhold the game from non-Japanese territories, but after re-reading that page, there's way too many legal issues for there to be a different problem holding the game back.
