What are the differences between sdl 2 and sdl 1.2?

If you want to develop something, just use 2.0

Yeah if you're starting your own project, no reason not to use 2.0.
If you're porting an existing project then you need to use whichever it uses...

Also, sdl1 is not fully ported to the switch, while sdl2 is (hw accel, inputs, audio...).
