Hacking Running .3ds games (roms) natively on 3ds

hi. a few monts ago i instlled the twilight menu ++ to both my nds and 3ds. i understand this is not an emulator: its a loader that runs games as if you have inserted the cartridge at full speed. i know it eorks on 3ds because it has retro compatibility. my question is: is there a loader to run .3ds files (roms) on the 3ds?

Convert them to .cia format on the console with GodMode9, and then install the .cia file with FBI. They will appear on the 3DS's home screen like any other game.

the issue this i want to play the pokemon star hackrom. can i convert it to cia without overwriting the game or the save file?

That game doesn't work on the 3DS system. It's Citra emulator only.
