I got a pair of joycons both with crappy joysticks so i replcaed them both

tried playing mariokart and i found that the RB and A button were both feeling sticky/dirty so i took it apart all the way apart and cleaned buttons and etc.

Nothing looked broken to me but after putting it together the right bumper the part at the top doesnt rebound or press properly but the bottom of the button works fine as expected

how is this possible? is something installed wrong

Afaik, the top buttons don't have any springs or silicon in them for that rebound.
They use the spring inside the button for the rebound.
If you take it apart and press the button directly, you should feel that rebound.
If that is the case, them maybe the button itself is somehow not aligned correctly in the casing.

If the joycons were second hand, maybe there already was some impact damage to the part of the casing that hold the buttons.

Ready your magnifying glass and prepare to hunt! I suspect when you disassembled the joycon, some of the teeny springs in the shoulder buttons pinged out and are now hiding somewhere in the room. IIRC there are two per button, and when I replaced my joycon shells, I lost one of them (I found it much later, but haven't been bothered to disassemble again). The buttons still work OK, but I expect missing both springs from one button would make it not release properly.
