You have to do it in visual studio. It's literally just adding some dlls to that directory, setting them as content in properties, then compiling it into an appx.

Managed to get ps1 games working by transferring the bios and roms onto the 'localstate' folder via dev mode.
WhebI try to load via usb it says something like vsf copy error.

Any news what is new in build 8?

side note, now that the bounty thread has a better tile etc. we can use that again

but for build 8 there's only skin fixes and other fixes for other systems etc. nothing big for xbox one
