Can someone make moemon Alpha Sapphire and Omega Ruby versions, or is that beyond possibility?

That would require a very skilled modeler who knows how the game interprets the models, as well as being able to edit animations.
Not only you need to have new model but you also need to remake all of their motion to fit with the new model.
That doesn't mean it impossible, but it just too much for a fan project.
We could at least put in one new Pokemon with Moemon style and make it stater, but even that is still impossible at this point.

People can't even hack the Pokemon Black and Pokemon White games to have custom animated battle sprites. I really doubt that a 6th gen Pokemon game is possible at the moment. However there are model hacks that change some models but these still rely on the original Pokemon's animation. Such as the Bob-omb mod on Pokemon ORAS.
ORAS model hacking has been around for ages. The file system is apparently much less secure than in Black and White, especially considering that we have all these fancy homebrew tools now.

If you want scantily-clad underage girls beating the crap out of each other on your 3DS I recommend Senran Kagura. Otherwise you're out of luck - as others have mentioned making such a ROM hack would be incredibly time consuming, not to mention difficult.

Senran Kagura is not very much like pokémon… And really only has one adorable character.
The other's are attractive, sure, but not really cute.
And I don't recall very many, if any, scantily clad moemon… Most are in a full outfit.
That aside, SK is a beat 'em up. Pokémon is more strategic, and less likely to kick my but early on.
I can't get past some early level in SK, try as I might. So I stopped playing. There's not even a 2-player mode so I can get help, so I haven't played in some time.
