ROM Hack [Request] Kid Icarus: Uprising romhack or spidercode

This time, would it be possible for someone to make a spidercode or a romhack (depending on whether or not it is possible by RAM editing) that allows me to play with the Three Sacred Treasures on any map.

And perhaps one to have all powers at max level?
