The region doesn't matter, if you have an untouched nand, the probabilities increase a lot :)

OK, in that case when I get it back I'll have a look. I asked the modder to take a backup the first time he turns on the system, so it should be as close as possible to having the files intact.

(Because apparently, even if you simply turn the system on to see the Nintendo 3DS logo, then turn it off, some files on the NAND are changed. I don't know why/which files in particular, but I tested this with another hardmodded system of mine after I had formatted it...)
 
You have to modify the Exheader and use N3DS romfs
The exheader will break due to the exefs hash checks. I'd rather he just put this up as-is instead of potentially ruining the dump in some way.

Furthermore, O3DS CTRAging cannot be run on a normal retail system. A full, clean dump and installation of the entire factory firmware is required; that has not happened as of now. A CIA is thus pointless.

That's why you have to edit the exheader (made it thousands of times and I didn't break anything.)
That was N3DS CTRAging, though, wasn't it? Please do take a look at any given title from the O3DS factory firmware. You don't even get a handle from srv: the same way as on retail 1.0.
