Hacking Remove NNID from the emunand without access to it

So this is a problem a friend is facing

Basically , he had an emunand set up , but out of nowhere it stopped working , so he decided to update that 3DS since he had another one hacked anyway

Now he mentioned me that he is trying to link his NNID but it says that is has been used already on another console

BUT ofc, he now can't access the emunand nor use any kind of CFW


Is there something he can do ? Or is he definitely screwed

He can call up Nintendo and say he needs to transfer a nnid and the source system is inaccessible.

Phone nintendo and tel them that the ds was stolen and you need it unlinked
