Even though, it is still good to see new apps on 3ds and support from community ;). BTW. I always wanted to see more 3d movies on my 3ds since launch, but nintendo doesn't share my love and killed video app xP.

If you have a new3ds you can watch 3d videos via the web browser still, same with YouTube
 
I fixed it but i dont know how to delete this post also what is a recommended frame rate

Im using minitool video converter v3.0 to change my videos into a format that works on this video player and i got video to work but keep having trouble with audio im using the mp4 format

Well there actually is a great 3DS video player app, I believe it was like an official one that Nintendo used internally, but somehow someone released it to the homebrew scene years ago at this point, and it works for playing videos of any length, and in full 3D if the film had it. Only drawback was that every film you put on your sd card had to be converted to the .moflex format, not hard at all to do, but an extra time consuming step in the process nonetheless.

i already tried that and it would crash my 3ds

Works on mine, probably have like 15 3D movies or so on my 3DS. It is a New model, not sure if that was necessary or not, I could definitely see that possibly being the case. Just checked on my 3DS, the software I'm talking about is called 3D Movie Viewer for anyone else curious about what I've been referencing, it really does work great.

but then how do i get the audio and video play at the same time

when you convert videos they have options for video codec and audio formats when you export......

dont change the fps, leave it same as source
