So why it's still like that? if TWLnf can work, the downgrade and/or sudokuhax/4swordshax injection could be faster and safer.

I absolutely don't know, they released it literally "as it is", without any improvements ... Ask that to them.
BTW, I've found the updated payload, now twlnf should work :

Also, how would we install sudokuhax if we don't have the sudoku app?

EDIT: Found the error; I didn't add all of the files from the nus into "NAND_DEC.Bin". Luckily, it didn't result in a brick but that section of the guide should be made more clear/seperated.

I'm stuck trying to extract my SRL... I drag 4B475545.bin to the extract srl.bat like it says, but I get an error:

Is there any other way to get it, or what?

Try putting the .bin file in the same folder as the dsi_srl_extract.exe and opening a command prompt window in that directory and executing the following command:

dsi_srl_extract.exe --basename=FLIPNOTE_STUDIO 4B475545.bin

The DSi guide has been updated, however it doesn't state that this release works only for USA region consoles. Is there something I am missing or does the exploit actually work for other regions now?

I'll work on adding sudoku installation to the official guide later, but for now check out the guide in my signature. Section 3 of my signature's guide is dedicated entirely to installing exploitable DSiWares.
