Hey all, it's been awhile. But there is a new release for CTRTool (v1.0.0). I've attached the binaries to this post.

(I can't link directly to GitHub release page yet, I'm a new user apparently!)

CTRTool is a command-line program that can read/extract Nintendo 3DS files.

Rebuilt from the ground up (remastered painstakingly in 4K):
  • In general more stable
  • Supports unicode paths at the command-line
  • Now has Windows 32bit builds (finally)
  • Can properly verify files larger than 2GB
  • Backwards compatible with previous CTRTool usage
  • All general RSA/AES are included. (So all files should be decrypt-able & signatures verifiable)
    • NCCH seed-crypto still requires user to supply the seed/seedDB
  • CRR files now supported
  • FIRM signature can now be verified (SigHax is detected too)
    • Additionally support for NOR/NGC/SDMC FIRM encryption was implemented
  • Ticket files can now be processed directly (not just as part of a CIA)
  • Output for Ticket/TMD is redone completely
    • Get those decrypted title-keys that much faster (and in 4K!)
  • Supports extracting CXI/CFA files from CCI/3DS files (same usage as extracting from CIA)
    • This should make CCI -> CIA scripts simpler.
  • Supports automatic processing CXI/CFA files in CIA files (same usage as processing CCI/3DS)
    • No more 2-step extract content and then process!

Please give me your feedback (and or tell me the news CTRTool became irrelevant while I was sleeping!)
