Yes, PKHex and a wondercard file from Project Pokemon. Providing it's been released

no, the cheat.plg is not made by Traiver and you can not add any cheats to the cheat.plg itself
unless make a brand new cheat.plg with those cheats

I tried the US plugin and changed the Title ID to the EU one (ends with 4400 iirc) but the cheats are not showing up. So I guess the cheat.plg has to be ported to EU.

Hmmm... All these plugins needing porting. If we at least had the addresses from the original versions, that would greatly speed up finding the addresses for other regions, and other people could help instead of waiting and putting it all on the original authors to do. As it is, this scene is far more fragmented than the Wii U scene, because it uses plugins.
