If you had the right keys, you could decrypt it. I believe Citra actually supports this on-the-fly, but on hardware you would have to re-encrypt and rename it, and like with repartitioning NAND to turn some of CTRNAND into TWLNAND, there's no easy way to do it yet.Okay, I wasn't quite sure if this tool got around that.

With this, you can store your "Nintendo 3DS" folder into a bank, and select or create another one to use, containing your other titles (and themes, and badges).

This app runs in TWL/DSi mode to avoid potential issues when moving the "Nintendo 3DS" folder into the 3DSBank.
Before using this for the first time, it is suggested that you backup your "Nintendo 3DS" folder to your PC, in case something goes wrong.
NOTE: This app does not get around the 40 DSiWare title limit.
