If I have a NA game, can I connect to like people that have a EU version of the same game?

Or is it locked to the same region the game is?

P.S.
(J) = Japan
(E) = Europe or North America?
(U) = North America or Europe?

Nintendo WFC is global....meaning you can connect to anyone, anwhere regardless of what region game you have.

Might as well put it here since a Wifi topic exists already:

I'm trying to play Wifi games: Star Fox, Digimon, Mario Kart, and I can't connect to any games. I could connect to maybe 3 people total in Digimon ever, and Star Fox I got a single one on one battle but disconnected mid game.

Is there something I need to do so it connects to everyone and has minimal problems?

So I have an EZ4Lite-MiniSD / EZPass3 with an unflashed DS, how does WiFi work? I cannot host games right? Even in Animal Crossing?
