Homebrew Region changing eshop problems?

I can't access the eshop on a us to jp a9lh old 3ds. I followed the guide up until needing to delete my nnid, which it wouldn't let me sign in to. So I formatted first, then I linked a new nnid and then deleted it. After another format I tried accessing eshop, It didn't work. Here are my questions:
-Do I have to delete my nnid on my original region before swapping to jp?
-In deleting previous system titles do I have to delete any titles that don't have a J at the end or a E? (excluding CTR-P-CTAP)
I have a nand backup handy pre region change just in case.

You have to delete your nnid on your original region. It explains this in bold text.

Odd I just looked through the plailects guide on it and it didn't say that. Just this: "For the eShop to be functional, you MUST delete your eShop account then format the system now that you have completed all steps."
