Region Change using ModMii - Hardware Question

    Background story first, based on research:

    NTSC Wii (America, etc.) does NOT support RGB but only S-Video and Component.
    PAL Wii (Australia, Euro, etc) does NOT support S-Video but only RGB and Component.

    Questions: Are these limitations set via hardware or software? If I region change my Wii, will the above effects and limitation happen to my Wii?

    I'm looking to change the region of my PAL Wii bought here in the AUS, to NTSC-U. As I'm looking to send one off to my niece overseas. The Philippines mainly uses NTSC for everything and follows American Standards, 60 Hz.

    That is why I would need to clarify the above. But I believe, the issue with RGB and S-Video will easily be avoided if I use the Component cable. But I don't have that with me to give.

    ModMii Specific question:
    With ModMii, and has given me the instruction to keep the Console Video Mode (which is PAL) and just change the region of the System Menu to NTSC-U. But is it safe, or can I change that to NTSC so that EVERYTHING is consistent with the region change?

    (And yes, I already know how to Mod the wii so that it will be region free, via software or usb loader. I just need to confirm the above regardless of those. Check my sig.)
