On the 3DS hacks guide there's a region change for sysnand but is there a way to have sysnand original region and emunand region changed?

Don't think that would work, even if you start by making an emunand then changing the region of your sysnand, you're free to try of course.
As for changing the region of emunand, you can't, once it's created it stays that way, if you want to change anything you need to make one from scratch.
