is it possible to reduce PS4 game backup size like on psvita by deleting additonal languages other than english and voice files other than english?

Yes.

This was covered in the AIO guide already, you can use RipperD ripkit, or manually dummy out or remove unwanted data.

is it mentioned how to remove manually after installation on Internal HDD?

You can’t do that as it’s installed as app.pkg on the hdd.

You need to dump > extract > mod the files > then build the pkg for installation.
