Well...if you jaibreak, you could pirate...but free iOS games tend to be crap.
The only freebie games I play is Clash of Clans and Osu!Stream (both filled with IAP).
But if you had money, I'd recommend:
    - Bastion
    - Limbo
    - TWEWY:Solo Remix
    - Ace Attorney remakes

You could also launch some emulators when rooted, but don't expect anything amazing.

If you jailbreak and get the "free" / "five-finger-discount" games, I'd recommend KotOR for sure. Infinite Blade III is also quite nice.

No good free iPad games. If you are willing to pay, get Sonic CD, Sonic 1, Sonic 2, and Minecraft PE.

    Puzzle and dragons.
If you try out osu!stream try out jukebeat/jubeat as well.

Angry Birds? Temple Run? Candy Crush? :P
Seriously though get Cytus. It's free and totally awesome. The free version does have a few backdraws (like having to wait before starting a level) but the paid version is only 2 bucks or something anyway.
Edit: Scratch that, apparently there is no free version on iOS. There is one on Android for some reason though. Anyway it's still only 2 bucks and still awesome.

I would recommend XCOM: Enemy Unknown, but it doesn't seem to run well on the mini.
