I don't believe there are any closer manufacturers, since they are technically illegal.

I know shops with ntrboot compatible cards but I can't think of one that has the r4i gold 3ds rts.

This site can ship from France, and they now get r4i b9s card in stock there, but when you order, you should choose the FR-overseas option to have the card ship from EU.
