Is there a tool that can put a .sav file (R4DS) onto a commercial cart?

There are several. Eepinator, savsender, and Rudolph's NDS backup tool can all do that.

Do you have a slot 2 cart also, or just an r4? If you don't have a slot 2 card, savesender is the only one that will work.

Incorrect. The OP was asking how to put a save on a retail cart, not how to get the save off of one. Eepinator can be used with an R4 for writing a save to a retail DS game (it won't work the other way around though).

There is also a wifi version of Rudolph's backup tool that doesn't need a slot 2 cart.
