Everything's updated to the current versions.

So I just format my new 128 GB card to Fat32 with a cluster size of 32kb and transfer everything over to it?

You might want to check the new sd card with h2testw to see if it's faulty and/or fake, but it's up to you, i Highly recommend you do so as it'll saves you from any corruption related hassles in the long run. And yes, copy and paste everything that is on the old sdcard to the new one.

Was the card fully empty yes? Any results where it says the card is likely to be defective is a bad thing.

Depending on the vendor you purchased the card from, it could conceivably be a fake with SanDisk's name on it.
I don't think so, it was Amazons Choice. From what I've seen the fakes are 2GB drives disguised as 14GB. Stuff Like that. My SD card was 128GB and showed in my PC as 120GB which is normal. The test came up 119GB were good and some issues with half a megabyte.

which means the cards starting to go bad. ive seen way more of the 64gb and 128gb plus for cards thats are fakes. I dont really care if its amazons choice. fakes do work their way into supplies. and it seems you found one.

Ok, any suggestions for brand of SD Card?

The main reason I got a new card was because my 64GB card wasn't installing certain 3ds games. But after transferring everything to the 128GB those games are still not installing.

It may seem small but since it has some defective sectors you can't know if it'll spread even more to other sectors, that'll cause corruption to the files stored in the sdcard, and it'll do once it reaches (and tries to either read or write) that sector, sooner or later.
I would get a replacement, Samsung ones are good, but there's a lot of counterfeit/fakes out there even on Amazon and the like, once you have a visual inspection you can look for faults (you can Google Samsung sdcard fake vs genuine to get an idea) in the sd card to see if it's a fake or genuine, if you can get it from an electronic store that sells them instead if you don't wanna deal with online stuff. And even then you still need to test it with the program.
